Dungquat Refinery’s Key handed over
The State Council for Examination and Acceptance of National Construction Works signed a document on 29 May 2010 to approve the final acceptance of Dungquat refinery and allow it to be put into commercial operation. Two days later, Dungquat Oil Refinery was officially handed over from Technip Consortium to PetroVietnam at a ceremony in Quang Ngai.

The EPC Contractor consortium consisting of Technip France S.A, Technip Geoproduction (Malaysia), JGC (Japan), Tecnicas Reunidas (Spain) was awarded the engineering – procurement – construction (EPC) contracts for Packages 1+4 & 2+3 in 2005.
Symbolic key of Dungquat Refinery was handed over to DQR and then transferred to BSR.
During the engineering period, more than 1,000 professionals of the contractors and hundreds engineering supervisors of the project owner (DQR) and the project management consultant (PMC) have been mobilized to endlessly work at 4 engineering centers in the world from 2005 through 2007. The construction activities later were participated by more than 14,000 workers and engineers coming from 35 different nationalities. More than 65 million man-hours were spent at site.
Trial operations on parts-by-parts of the refinery commenced since late 2008 and the first batch of products came on stream on 22 Feb 2009. The refinery is running at full capacity now, making on-spec products. By the end of May 2010, the refinery has produced more than 3.5 million tons of products and 3.3 million tons have been consumed in the market.
At a news conference one day prior to the handover ceremony, PetroVietnam representative noted that some minor technical errors still existed but they would not affect the safe operation of the refinery and its product quality. The said errors will be corrected during the maintenance period.
When the key was handed over from the contractor to the project owner, it means that the construction period now ends and the commercial operations officially commences. “The crown jewelry of Vietnam industry” as said by Dungquat Refinery Director of Technip Consortium is now shining, opening more opportunities for Vietnam’s central coast region. Hard work and challenges are still ahead but a new path has been found eventually.
