PetroVietnam taking over Dungquat Shipyard: two huge vessels to be launched in 2011

Vietnam Shipbuilding Industry Corporation (Vinashin) has recently transferred the  Dungquat Shipbuilding Industry Company with all its properties and some other projects to Vietnam Oil and Gas Group (PetroVietnam) as part of a restructuring plan ordered by the government when Vinashin is found to be stuck on some financial troubles. This event helps disperse the gloomy clouds hanging over the progress two long-awaited oil tankers being built at Dungquat shipyard.

Construction of the first crude oil vessel named “Dung Quat 1” with a capacity of 104,000 DWT started in 2006. It was scheduled to see completion in April 2008 but this has not happened. The ship body is now basically completed, but three important parts of the ship including the main unit, the boiler and the main capacitor have not been assembled. One year later (in 2007), Dungquat Shipyard commenced work to build another huge oil vessel of 105,000 DWT under a contract with PVTrans; the building progress of this ship is no better than of the first one. Vinashin’s financial difficulties arising during the recent global financial crisis prevent it from paying to equipment suppliers and vendors and this blocked all the progress.
When the transfer happens, the lack of capital facing Dungquat shipyard is hoped to be solved and the two oil vessels are expected to complete soon thanks to the strong financial potential of PetroVietnam. In compare with some other projects which PetroVietnam is now implementing, the amount to finance the projects taken over from Vinashin is considered not too big for PetroVietnam. This oil and gas Group plans to secure the necessary capital by its own capital, issuing bonds as well applying for preferential loans offered by the government. Completing the two ships is considered priority task that the newly-transferred Dungquat Shipbuilding Company must finish quickly. The target is now set: first ship (104,000 DWT)  to be launched in early 2011 and handed over to client in April 2011, the second ship (105,000 DWT) to be launched in August 2011 and handed over 4 months later.

PetroVietnam leaders have been urgently restructured the transferred company and its human resources (around 2,200 staffs and workers) with an aim to stabilize the workforce and the company’s operations by the end of this year. Several subsidiaries of Dungquat Shipbuilding Industry Company have been transferred to Petro Vietnam’s son companies operating in Quang Ngai such as PTSC, PV Security, PMC … In the first move, PetroVietnam will supply VND 369 billion (~ USD 19 million) to the Dungquat shipyard to maintain production and business operations and pay remuneration to its employees.

The said transfer is part of an overall restructuring scheme in which Vinashin is ordered to transfer some delayed projects to PetroVietnam and Vinalines. The entities to be transferred from Vinashin to PetroVietnam include: Lai Vu Shipbuilding Industrial Zone (Hai Duong province), Nghi Son Shipbuilding Industrial Park (Thanh Hoa province), specialized shipyard and ship equipment manufacturing plant in Nhon Trach (Dong Nai province), Soai Rap shipyard (Tien Giang province)… Considering all the possibilities and believing in its plan and efforts, PetroVietnam representative said to some national newspapers that the projects which PetroVietnam takes over from Vinashin can make profits within 1-2 years and the invested capital will be returned then. Most of all, all the related parties are looking forward to the day when two huge ships are launched, sail on the ocean to bring crude oil to feed the Dungquat refinery.

- Total area: 2,100 hectares
- Main sectors: building materials production, mechanical repair, agro-forestry-aquatic processing, textiles and garments, electrical equipment, electronics manufacturing, warehouse service … An urban called “Doc Soi” is located in this industrial park.
  1. Dungquat Port I
Total area of the Port is 1,158 ha including 458 ha of usable water surface, 421 hectares of ground and warehousing facilities (belonging to the East Industrial Park). This port is -19 meter deep, and is protected and strengthened by a breakwater (1,600m long, 27m high, and 15m wide) and a sand-prevention dyke (1,750 m long).
Dungquat I Port is planned and constructed for multi purposes, including berths for petroleum (oil products loading), specialized berths for large-scale factories and general cargo & container berths. The port can accommodate petroleum vessels up to 50,000 DWT and general cargo ships of 30,000-50,000 DWT.
  1. Van Tuong Urban
The total area of Van Tuong urban 3,828 hectares, including six functional areas:
- Residential Area: 1,594 hectares.
- Ecological tourism area: 450 hectares.
- Van Tuong Forest Park: 480 hectares.
- Hi-Tech Park: 389 hectares.
- Reserve Land: 94 hectares.
- Botanical preservation area: 820 ha.
Urban population projection: 120,000 people by 2020 and 170,000 people by 2030.

Hanoi – Chu Lai air route opened in joy
A Fokker70 departing from Hanoi landed at Chu Lai Airport on 02 June 2010 as the first flight on the Hanoi-Chu Lai route. Vietnam Airlines in collaboration with Quang Ngai and Quang Nam Authorities organized a ceremony on the same day to celebrate this event.
Minister of Transport Ho Nghia Dung was among the first passengers traveling on this flight. His presence showed the strong support of the government as to the opening of this route. Frequent commercial lights between Noi Bai airport and Chu Lai airport from now on are expected to help expand the flight network and the business of Vietnam Airlines, offer more choices for the local people, tourists, investors while traveling between Hanoi and Quang Ngai/Quang Nam, enhance cultural, trade, investment exchanges between the three regions of the nation, and make Dungquat EZ, Chu Lai EZ more reachable in the eyes of investors.
To help maintain this long-expected air route, Quang Ngai and Quang Nam Authorities have offered some forms of assistance to both the airliner and passengers. Passengers taking this flight route are enjoying some benefits such as free access to a bus between Chu Lai Airport and Tam Ky City or Quang Ngai City, airfare discount for early-booked tickets …

Dungquat Refinery’s Key handed over

Dungquat Refinery’s Key handed over
The State Council for Examination and Acceptance of National Construction Works signed a document on 29 May 2010 to approve the final acceptance of Dungquat refinery and allow it to be put into commercial operation. Two days later, Dungquat Oil Refinery was officially handed over from Technip Consortium to PetroVietnam at a ceremony in Quang Ngai.

The EPC Contractor consortium consisting of Technip France S.A, Technip Geoproduction (Malaysia), JGC (Japan), Tecnicas Reunidas (Spain) was awarded the engineering – procurement – construction (EPC) contracts for Packages 1+4 & 2+3 in 2005.

Symbolic key of Dungquat Refinery was handed over to DQR and then transferred to BSR.
During the engineering period, more than 1,000 professionals of the contractors and hundreds engineering supervisors of the project owner (DQR) and the project management consultant (PMC) have been mobilized to endlessly work at 4 engineering centers in the world from 2005 through 2007. The construction activities later were participated by more than 14,000 workers and engineers coming from 35 different nationalities. More than 65 million man-hours were spent at site.
Trial operations on parts-by-parts of the refinery commenced since late 2008 and the first batch of products came on stream on 22 Feb 2009. The refinery is running at full capacity now, making on-spec products. By the end of May 2010, the refinery has produced more than 3.5 million tons of products and 3.3 million tons have been consumed in the market.
At a news conference one day prior to the handover ceremony, PetroVietnam representative noted that some minor technical errors still existed but they would not affect the safe operation of the refinery and its product quality. The said errors will be corrected during the maintenance period.
When the key was handed over from the contractor to the project owner, it means that the construction period now ends and the commercial operations officially commences. “The crown jewelry of Vietnam industry” as said by Dungquat Refinery Director of Technip Consortium is now shining, opening more opportunities for Vietnam’s central coast region. Hard work and challenges are still ahead but a new path has been found eventually.

Dungquat Economic Zone - Overview

DUNGQUAT OVERVIEW

· Dungquat Economic Zone is located in Quang Ngai province, in the central coast region of Vietnam, halfway between Hanoi and HoChiMinh City (860 kilometers), adjacent to National Highway No. 1A and trans-Viet railway and is the starting point of one of the trans-Asia land routes connecting to the Lao PDR, Cambodia and Thailand.

· Dungquat EZ is planned by the Vietnam Government to become a multi-sectorial economic zone, which is the base for oil refining and petrochemical industries, heavy industries of large-scale (steel mill, shipbuilding, mechanics, cement production, automobile...), light industries, services of finance, banking, tourism and recreation, real estate …

· Dungquat has comparative advantages to be a favorite destination for domestic and foreign investors: strategically positioning at the heart of the nation and the region; being adjacent to Chu Lai airport; having Dungquat deep-sea port; having new supporting urbans/towns inside with adequate infrastructure, amenities and high-quality services; applying high investment incentives and favorable regimes on management and operations in accordance with international norms. 

· The fundamental infrastructure system (roads, berths, water supply, power supply, waste treatment facilities …) and social amenities (hospital, vocational training schools, recreational areas …) inside Dungquat EZ have been completed and ready; while the system is continuously upgraded, expanded to offer a comprehensively improved environment for in-zone enterprises. 

· More than 140 projects have been licensed or approved in Dungquat, with combined registered investment of around US$ 10.3 billion, implemented capital of more than US$ 4 billion. Some large-scale plants have been completed and are in operation now: Dungquat Oil Refinery with an input capacity of 6.5 million tons of crude oil per year which will be expanded to an annual capacity of 10 million tons; Doosan-Vina heavy industries factory; Dungquat shipyard; Dungquat Polypropylene plant… Some large-scale projects are under construction, such as Guang Lian Steel Mill with a capacity of 5 million tons per year, BioEthanol plant … It’s projected that by 2012 Dungquat EZ will attract US$ 12 billion of investment in total, with implemented capital accounting for 60-70% thereof.

· To gain more momentum for development, Dungquat EZ is oriented to be expanded, developed into a “special economic zone” or an “industrial city” and become a national oil-refining and petrochemical center. The zone will be expanded from the current area of 10,300 hectares to more than 45,000 hectares.

In early 2010, DEZA' Chairman Nguyen Xuan Thuy had a chance to talk to Doosan Vina Times, which is a publication of Doosan Heavy Industries Vietnam Co., Ltd, about the progress and prospect of Dungquat Economic Zone and of Doosan Vina. We post the interview transcript as below for your reference. 

Question: As the chairman of Dungquat Economic Zone Authority (DEZA), can you please brief about the development progress and achievements of Dungquat Economic Zone in 2009? 

Answer: The global economic crisis is affecting the investment attraction and development progress of Dungquat Economic Zone to some extents. However, thanks to the precondition we created during the past 14 years of development, especially the operation of Dungquat Refinery, Doosan Vina and Dungquat Shipyard, Dungquat achieved a historical development breakthrough in 2009.
There are now 111 projects licensed with total registered capital of approximately US$ 7.7 billion, implemented capital was US$ 4.1 billion; another 28 projects capitalized at US$ 2.7 billion have been approved to be invested. In 2009, the value of industrial-trade-services output in Dungquat EZ area reached VND 6,500 billion (an increase by 250% compared to 2008); export value reached US$ 120 million (increase by 240%); budget revenue collection reached VND 2,800 billion (increase by 259%). The development of Dungquat EZ in the year contributed to the majority of the GDP growth rate of 21% of Quang Ngai, and helped this province gain high state revenue, from the past of a poor province. 

Question: What steps and actions Dungquat Economic Zone Authority (DEZA) are going to take to attract more investment and create a favorable business environment for the current and potential investors? 

Answer: The plan to transform Dungquat EZ into an industrialized city is under the consideration of the Polibureau and the Government. If this plan is approved and implemented, I think businesses in Dungquat would benefit from an improved administration mechanism in Dungquat which will be more centralized, coherent and in one-stop-shop manner.
Investment attraction, especially FDI from competent and professional investors, is always our first priority. In order to create a more business-friendly investment environment, we are focusing on the 4 tasks including (1) simplifying the investment procedures and finding the possible ways to provide land to projects quickly (2) upgrading and expanding the physical infrastructure to meet the requirements of large-scale projects, building up the social amenities to support the industrial development (3) coordinating the training programs to build a skilled labour forces in the locality (4) help forging harmonious relations between the enterprises and the local communities. 

Question: Doosan Vina Industry Complex was inaugurated and put into operation in May 2009. How do you think about the contribution of Doosan Vina to the economic development in Dungquat EZ? 

Answer: I still remember that the inaugural ceremony of Doosan Vina in May 2009 was attended by Deputy Prime Minister Hoang Trung Hai. This shows the Vietnam government's appreciation to your project. Doosan Vina has some unique qualities worth of high recognition, such as first-ever made-in-Vietnam heavy industrial products, your competency and professionalism, strong financial capability. In Dungquat, you are contributing to the state revenue, creating job opportunities for more than 1,000 local people. Most of all, Doosan Vina's presence here paves the way for Dungquat to attract more Korean projects, and informs to the international investment community that Dungquat can be a good destination for big FDI projects. 

Question: What are the opportunities and challenges for Dungquat EZ when the global economic crisis is going to ease? And how the business performance of Doosan Vina and other enterprises in Dungquat will be affected under such situation, in your opinion? 

The global economic recovery in 2010 would be the good news to all the parties, of course. Enterprises in Dungquat in general, Doosan Vina in particular will get more orders, markets will be expanded both internationally and domestically. Vietnam is projected to gain a growth rate of 6.5-7% in 2010 and Doosan Vina can gradually tap this market. Moreover, the economic recovery will help Dungquat attract more investment in the supporting industries and services. 

However, I think enterprises will face fiercer competition in the global stage since businesses elsewhere will benefit from the stimulus packages provided by their governments and all will apply new business strategies. That's why we all should try to keep moving forward to follow the global trend. Personally, I'm a little bit concerned about the possible rise in consumer price index (CPI) because this will create the pressure for businesses to change their remuneration policy. Possible rise in prices of raw materials, fuel, power could be a matter of concern also. 

I believe that Doosan Vina would take the advantage of the economic recovery to fully develop. Actually, you did quite a good job in 2009, despite the global downturn. Your production output of nearly US$ 43 million and export turnover of US$ 61 million in 2009 are positive figures. 

Question: One of our top priority of Doosan Vina is to train and improve the quality of our workforce. At this moment, Doosan Vina has 1,700 workers and staffs, 93% of them are local people. It's anticipated that our manpower by 2015 will be 3,000 people. What are the plans of DEZA to help arrange the labour resources for enterprises? 

Answer: Arranging the workforces for big enterprises is a major task in Dungquat's development agenda. Quang Ngai province considers this matter a driving element of development and we took this matter into consideration from the early establishment of Dungquat, therefore, we set up the Dungquat Vocational School (this school has been transferred to General Bureau of Vocational Training recently), and later the Dungquat High-tech Training Center to train skilled workers for the factories.
For the time being, we will continue and further expand this training program, and will call for businessmen's active participation in this work, in terms of training facilities, curriculum, workshops for practice … We will work as the active coordinator for the training-recruitment relations between enterprises and training institutions in Quang Ngai like Pham Van Dong University, Branch of HCMC Industrial University and others in Da Nang and Hue. We are going to launch some mobilization programs to call the Quang Ngai people working in the South to come back to their hometown to work and settle down here. However, as you may see, we only serve as the coordinator and facilitator for the macro issues, the majority of the work is up to the enterprises, since this is related so much to the human resources policies of their own.
We welcome all the ideas, proposals, suggestions, solutions from the enterprises regarding the labour forces issues; and we will organize action programs within our capability and power. 

Question: Besides the contribution to economic development, Doosan Vina has also organized some humanitarian activities to help the local community such as free health care program for the poor, donation to support the people suffered from storms and floods. How do you think about these activities? 

Answer: It's quite a nice gesture and a goodwill of Doosan Vina to do so. I'm happy to see all actions and the helping hands to build better, healthier local communities, especially for those who had to relocate to give land for industrial development. Your actions have set the trend of charity work throughout Dungquat.

Delegates from Japan External Trade Organization (JETRO) which is a governmental agency of Japan visited Dungquat Economic Zone
Authority (DEZA) office in Van Tuong on 08 March 2010 to research the business environment and investment incentives in Dungquat in
an effort to promote Japanese investment to the central part of Vietnam.

Receiving Mr. Hiroyuki Moribe who is the Chief of Jetro's Hanoi Representative Office and also the Head of Investment Promotion
Committee under the Japan Business Association in Vietnam (JBA), DEZA's leader appreciated the activities of Jetro in strengthening
the economic ties between Vietnam and Japan, and expected to see Japanese investment flow to Dungquat in a near future. At the
meeting, DEZA representative briefed the guests on the current master plan and expansion master plan, history, progress,
achievements of the economic zone as well as the applicable investment incentives. The two sides also discussed and shared their
ideas on the industrial development orientation, labour forces issues, the advantages and disadvantages of Dungquat and the
prospects of Japanese investment flow to this area.

The two parties are expected to closely cooperate in investment and trade promotion activities.

Quang Ngai to co-host the national forum on sea brand

A national forum on Vietnam's sea economy strategy will be held in Quang Ngai in the middle of March 2010 with Quang Ngai People's Committee and Ministry of Natural Resources and Environment as the co-hosts. This forum is the chance for policy makers, scientists, businessmen and sea economic experts exchange their studies and ideas on how to implement Vietnam's sea strategy, especially on how to make Vietnam become a nation who is "strong on the sea and enriched from the sea".

The first Vietnam Sea Brand Forum with the theme "Sea Brand in Vietnam – Connecting local areas to the world" was organized in Quang Ninh Province in June 2009. The forum this time in Quang Ngai will focus on exploring the relations between deep-sea ports and coastal economic zones. More than 200 delegates coming from authorities managing the current 15 coastal EZs in Vietnam, ministries and national agencies, businessmen and sea economic experts will attend the forum to present, discuss and share their studies and their valuable experiences in sustainably exploring the sea and island resources of Vietnam when building deep-sea ports and huge industrial parks along the coast.

Dungquat Port is classified as a national port and a regional gateway in Vietnam's seaports master plan. Most of the presentations will focus on applying "marketing places" theory in building the images and brand of Vietnam's sea and of coastal EZs to promote investment flow and international trade; identifying the importance and the role of deep-sea ports in the formation and development of coastal economic zones and in the development of shipbuilding, shipping, heavy industries; planning and building international airports at the deep-sea port provinces to create major hubs linking Vietnam with the world, and a variety of other topics relating to sea economy, nationally and locally.

Dungquat EZ is located in Quang Ngai which is home to the forum this time. 

Historically, the discovery of Dungquat Bay in the Binh Son district of Quang Ngai province is one of the motivations and basis for Vietnam Government's decision to build the first oil refinery of Vietnam here and set up Dungquat industrial zone. The construction of a well-sheltered Dungquat port strengthened by a break-water and a sand-prevention dike later made Dungquat become attractive to investors in the field of heavy industries. In the ongoing scheme to expand Dungquat to a vast area of more than 45,000 hectares, Dungquat Port II which is identified as a potential
berths complex to be developed at MY HAN bay will play the role as the gateway of the expansion zone. This planned port will comprise specialized berths capable of receiving ships of up to 350.000 DWT and general cargos berths accommodating 30.000-50.000 DWT vessels. 


According to the Prime Minister's Decision on the master plan of Vietnam port system until 2020, Dungquat Port which includes the existing Dungquat I berths and the prospective Dungquat II berths is classified as a national port and a regional gateway.

Deputy Prime Minister has recently agreed to a plan that Vietnam Government will borrow loans from the World Bank and Japan International Cooperation Agency (JICA) to build the Da Nang – Quang Ngai Expressway. This giant project is expected to commence in  2011 and finish in 2014, according to the Prime Minister's Decision on approving the detailed planning of Vietnam North-South Expressway Eastern Network.

Vietnam Expressway Corporation (VEC), which is a state-owned company established by Ministry of Transportation (MoT) was designated to implement this project. In January 2010, VEC contracted Project Management Unit 28 (an experienced affiliating unit of MoT) for the consultancy services during the feasibility study formulation, implementation and handover periods of this project.

Da Nang – Quang Ngai Expressway is a section of Vietnam's strategic North-South expressway network in a development strategy until the year 2020. This section is aligned to the west of the existing national highway 1A, with the start point in Hoa Vang district of Da Nang and the end point located in Son Tinh District of Quang Ngai. The road will be 130.5 km in length, 25.5 meters in width and will have four traffic lanes, four major bridges and one tunnel. The total investment capital was estimated at US$ 2.48 billion, of which the first phase is US$ 1.5 billion.

The highway project is aimed at stimulating the social-economic development of the Central Coast Region, especially of Da Nang, Quang Nam and Quang Ngai. Easier communications will strengthen the commercial links between the there provinces and promote the free flow of traffic for both cargo and passengers among these localities. This section will later connect to the whole national expressway network to become the bloodstream of the national economy. According to Vietnam's expressway detailed planning, the expressway section project linking Quang Ngai and Binh Dinh will start in 2016, while the one connecting Quang Tri and Da Nang will commence in 2015.

The socio-economic development strategy of Vietnam applies harmonized development policy among the North, the Central, and the South of Vietnam. Construction of this expressway section is essential for the socio-economic development and growth of the central region. The development of this expressway network has been identified as one of the key factors for Vietnam economic growth by 2020 and the Da Nang – Dung Quat expressway project has been identified as one of the priority projects. This section is located between Ho Chi Minh City and Ha Noi, in Central Vietnam, with more than 40% of traffic being long-distance traffic connecting Northern and Southern Vietnam.
One of the main drivers for development of this link is the Dungquat Economic Zone which also includes the operational oil refinery and several large-scale FDI projects. New positive progress of this expressway section projects takes place while an ambitious master plan is being worked out to expand Dungquat to a vast area of 45.000 hectares.

After months of construction, DEZA's new office building located in Van Tuong New Urban has been completed. Since January 2010, DEZA
have officially moved all our daily operations from the previous location at Hai Ba Trung street in Quang Ngai city to this new
building in Dung Quat.
